Semantic Governance is the meta layer of the cockpit4me system. It keeps the federated meaning architecture consistent — across concepts, narratives, relationship structures and knowledge spaces.

The layer does not work on content but on structure. It does not define what is true — but where which truth lies, who may define it, and by what rules concepts are connected.

It works through three anchors: routing, authority, foundation. Drift becomes visible before it produces organisational consequences. Agent systems gain a stable foundation — and AI outputs a traceable semantic basis.

Operationally the layer works in a federated way. Every operational repo, every surface, every agent consumes it read-only — without being able to overwrite its content. Conflicts are escalated, not silently resolved.
